美國〈獨立宣言〉(1776)宣稱造物者賦予人權利，人民賦予政府有正當權力是為了保障人民的權利。〈獨立宣言〉宣稱……有些真理是(不證)自明的: 人被造而平等，人被造物者賦予一些不可讓渡的權利，包含生命權、自由權及追求幸福的權利。為了保障這些權利，人民創立政府，政府的正當權力來自於治理者(人民)的同意。
